We can turn the Create a Dashboard topic to Dashboard Quick start tutorial. It covers the most essential steps one could use to have a dashboard.
This topic Configuring Dashboards can be elaborated on though. In the Dashboard properties the user can configure the dashboard itself (not specific scenarios):
General: Cross Filter mode, Define global filters, Define Parameters, External APIs, Prompt Mobile View?, Language Resource, Default Viewer, Toolbar Settings)
